What if it were mandatory by law that here had to be functioning programs to address internal problems?

…in the USA before money could be appropriated for foreign aid or to do anything but defend against attack?
These programs would have to demonstrate effectiveness and efficiency in combatting adult illiteracy, illegal immigration, drug addiction, sending jobs overseas, healthcare, high school dropouts,
domestic violence, violent crime, pollution, energy production, and other pressing problems, and be funded at effective levels, not passed and way underfunded.
Or present an alternative solution.
